There is a particular kind of historical violence that does not announce itself with armies or fire, and Europe is currently inside one. The continent is sleepwalking through what future economic historians will almost certainly mark as the opening of a long arc of decline, and the strange thing is that the moment of inflection has already happened — it happened in 2008 — but the patient still believes the cancer is in remission because the cortisone is doing its theatrical work. Equity prices in Frankfurt are fine. Greek government bonds trade at yields that would have seemed fantastical a decade ago. Spreads are tight. Distressed debt funds in Athens buy non-performing loans at five cents on the euro and exit at fifty, and the European Central Bank's balance sheet stands behind the entire arrangement like a slightly embarrassed parent at a children's party. None of this is recovery. It is the financial equivalent of vital signs on a body whose tissues are quietly necrotising, and once you understand that the patient is dying you can begin to see why the political symptoms — the censorship, the warmongering, the trade deals signed at Trump's golf courses, the institutional contempt for democratic preference — are not aberrations but functional adaptations to a structure that no longer works and whose managers have no intention of admitting it. The structural part of this story is roughly Kaldorian. The psychological part, which is the part most analysts skip past, was diagnosed with uncomfortable precision by Gustave Le Bon in 1895, and it is the missing piece that explains why the structural diagnosis cannot be acted on by the people charged with acting on it. And — this is the observation I want to develop because nobody seems to make it cleanly — the same psychological mechanism is operating on the Russian side of the war, in mirror image, with the result that the conflict in Ukraine is now being prosecuted by two ruling classes who both depend on its continuation for reasons that have very little to do with the stated objectives of either.

The story has to begin in 2008 because everything else is downstream. When Wall Street collapsed and dragged the French and German banking systems behind it, Europe faced exactly the choice that Sweden had faced in 1992 and answered the opposite way. The Scandinavian playbook from the early nineties was crude but honest: the state walked into the failed banks, nationalised them, wiped out the equity, kept the deposits whole, and re-privatised the cleansed institutions years later at a profit to the taxpayer. The bankers were not bailed out. The banks were. There is an enormous moral and economic difference between those two sentences and the entire subsequent history of the European Union turns on which one you choose. Europe chose neither. Or rather, Europe chose a third option that was effectively a coup conducted in the dark while parliaments were asleep, in which the losses of the criminal lending books in Frankfurt and Paris and Rome were transferred — without consent, without consultation, without anyone really being told what was happening — onto the shoulders of the weakest taxpayers across the union. Greek pensioners. Slovakian metalworkers. Portuguese nurses. Dutch and German workers whose real wages have been flat or falling ever since. Socialism for the bankers and a sustained programme of organised deprivation for everyone else, sold under the language of European solidarity, which is to my ear one of the more obscene linguistic inversions of the postwar period.

The mechanics of how this was administered deserve a moment because the official story — that Europe’s institutions, however imperfect, function through accountable bureaucratic process — collapses on contact with what actually happened. The European Commission, which nobody has ever accused of excessive democratic enthusiasm, was sidelined. Junker as Commission president and Pierre Moscovici as Economics Commissioner were essentially decorative. The actual decisions were taken by a much smaller body, the Eurogroup of finance ministers, and below it by the Eurogroup Working Group, an entity most European citizens have never heard of and whose chair during the critical years was an Austrian official named Thomas Wieser. Wieser ran more of Europe than the Commissioner did. He could do this because he was the only figure trusted simultaneously by Merkel and by Schäuble — those two were at war with each other for years over how brutal the medicine had to be, with Schäuble pushing for harder austerity than even Merkel could stomach — and the equidistance from both made him the actual centre of decision-making power. There was a moment when Moscovici and I had agreed on a joint proposal that would have been workable for both Greece and the eurozone, and five minutes before the Eurogroup convened I watched the Economics Commissioner of the European Union be publicly humiliated by Wieser and by Jeroen Dijsselbloem, until Moscovici was almost in tears. Treasury Secretary Bessent stood in front of Congress and admitted, with the kind of carefully bureaucratic language that always means the opposite of what it says, that the Federal Reserve was negotiating dollar swap lines not just with the United Arab Emirates but with “many of our Gulf allies” and “numerous other countries, including some of our Asian allies.” Three days later, on April 28, the UAE state news agency WAM confirmed what had been rumoured all spring: Abu Dhabi is leaving OPEC and OPEC+ effective May 1, ending a membership that began in 1967, four years before the federation itself was formally established. A bright, capable, frustrated person — somewhere in Eastern Europe, South Asia, Latin America, the Middle East — looks at their circumstances and looks at the West, and concludes that the distance between the two is a problem with a solution. The solution is to move. The calculation seems obvious: higher salaries, better institutions, more opportunity, a fairer system. Pack the things that matter. Sell the things that don’t. Buy the ticket.

What is rarely discussed — certainly not in the promotional literature, and almost never in the carefully curated social media dispatches of those who have already made the move — is that the Western migration system is not one system. It is two distinct systems, operating on different mechanics, offering different terms, and failing the people who enter them in different ways. The American system and the Western European system are both pyramids. They both extract more value from migrants than they return. But they are pyramids built on different foundations, sustained by different myths, and they collapse their participants in different ways.

The American Pyramid: Maximum Promise, Maximum Extraction

The American version is the louder and more familiar of the two. The mythology is total: a land where anyone, from anywhere, with enough drive and enough willingness to work, can ascend to wealth, status, and belonging. The “City on a Hill” — the meritocratic paradise — has been sold to the world so effectively for so long that it has become difficult to separate from reality, even as the gap between promise and delivery widens with each decade.

The mechanics are those of a classic financial pyramid. Early entrants — those who arrived when land was abundant, labour was scarce, and the barriers to capital accumulation were low — captured disproportionate value. Each subsequent cohort arrived to find that the desirable positions were already occupied, the professional networks were closed, and the path to comparable prosperity required considerably more effort than the path taken by those who preceded them. The Irish who were exploited in the nineteenth century became the gatekeepers of the twentieth. The process repeated with each wave: Italian, Eastern European, Latin American, Asian. Each group extracted labour from the next while performing the mythology that justified their own earlier sacrifice.

The genius of the system is that it maintains its own propaganda. Those who have invested the most — sold their apartments, liquidated businesses, severed social ties, borrowed against futures they haven’t yet earned — cannot afford to admit the investment was poor. So they don’t. They work twelve, fourteen hours a day and perform success for the people back home, talking about giving their children a chance and their grandchildren a future, always deferring the promised return to a horizon that retreats as they approach it. The social media dispatch from suburban New Jersey, the carefully lit photograph of a car that represents a year of savings — these are not lies, exactly. They are the rational behaviour of people who have burned their return ticket and must make the destination worth the journey. The costs are structural and largely invisible until you are inside them. Health insurance for an American family routinely costs $20,000 or more annually before a single claim is made. A medical emergency without adequate coverage — and adequate coverage is expensive in ways that are difficult to convey to those who have never needed it — can eliminate years of savings in days. University tuition runs to $35,000 per year at private institutions, more than the annual salary of a teacher in many of the countries that supply America with its migrant labour. Childcare in major cities costs as much as rent. The social safety net that people from European and developed Asian countries experience as the baseline of civilised life — universal healthcare, meaningful unemployment insurance, parental leave, subsidised education — simply does not exist in American form. These are not optional extras. They are the hidden price of admission.

The cognitive error that makes all of this tractable is the comparison of nominal salaries. An American salary looks dramatically higher than its equivalent in Warsaw or Bangalore or Guadalajara. It is higher, in nominal terms. In real terms — in purchasing power, in what it actually covers once the structural costs of American life are deducted — the advantage shrinks dramatically and sometimes inverts entirely. A skilled professional in Germany or Scandinavia, earning a smaller nominal figure, may end the year with more disposable income, more security, better health outcomes, and substantially less financial anxiety than their counterpart working harder in Boston or Houston. The pyramid’s productivity depended, for decades, on a continuous inflow of exceptional human capital from abroad. Only around 15% of American engineers are native-born. The innovation ecosystem that produced the technology industry, the pharmaceutical breakthroughs, the scientific prizes — this was not purely American. It was the product of talent recruited globally, processed through American institutions, and captured under intellectual property arrangements that allocated most of the return to capital rather than to the individuals who generated it. Silicon Valley was not a meritocracy. It was a funnel: attract the world’s most ambitious technical minds, extract their most productive years, and if necessary replace them with the next cohort.
